Breaker piston
The breaker is a piston that mines the block in front and keeps the drops. There are two items: single use (consumed) and placed (redstone, drops eject behind, breaking it returns the item).
Single-use: place it, the block in front goes, the piston is gone. Placed: put it down, feed redstone, while powered it mines in front, drops fly backwards. Plot borders, bedrock, spawners, portals and command blocks stay. Without build rights on the plot nothing happens.
/breaker give is staff. Players get the piston from recipe, market or cases. strong and portable are the same single-use variant. Not the city wall and not the neighbour plot.

Hold the piston toward the block you want, place it.

Single-use: one block, done. Placed: redstone, output behind into a chest or hopper.
Commands
Day to day is the item. /breaker give is staff.
The plot border is hard. A breaker on the road is grief.

- Placed breaker behind a hopper: farm tunnel without click spam.
